Conrad Enill

Chairman

Conrad Enill was appointed Chairman of National Energy in July 2019.

He is a former Minister of Energy and Energy Industries and a former Minister in the Ministry of Finance, serving in the Government of Trinidad and Tobago from 2001 to 2010. During his tenure as Minister of Energy and Energy Industries, Mr. Enill was responsible for the management of the State’s interests and assets in the oil and gas sector, including the assets of National Energy Corporation and its parent company, the National Gas Company.

He is a past Governor of both the International Monetary Fund (IMF) and the World Bank, serving as Chairman of the G24 subgroup of the IMF. Mr. Enill also served as a member of the Gas Exporting Countries Forum which comprise the world’s leading natural gas producers.

Following his return to the private sector in 2011, Mr. Enill held several leadership positions, leading two energy services companies as Chief Operating Officer and as Group Chief Executive Officer of the largest financial cooperative in the Caribbean. He continues to work in energy, business and financial services as a Strategic Business Advisor. Mr. Enill is a Lecturer and Practicum Supervisor for the MBA Sustainable Energy Management programme and was Technical Advisor to the Renewable Energy Incubator Project at the Arthur Lok Jack Global School of Business. He also lectures in the MBA programme on Financing for Energy Projects, as well as Introduction to Oil and Gas Economies.

He is an avid mentor and coach who has developed several long-lasting relationships and partnerships with multiple stakeholders in the public and private sector. Mr. Enill holds an MBA from Brunel University and Henley Management College, and a Mini MBA in Oil and Gas from the CWC School for Energy Limited.

Kenneth Allum

Director

Mr. Kenneth Allum is a Chemical Engineer with 38 years’ experience in the Petroleum and Petrochemical Industry at all levels. Among the various positions held throughout his career, he worked as a Senior Technologist from 1981 to 1987, and then as an Assistant to the Managing Director from 1987 to 1990 at Trinidad and Tobago Oil Company Limited (TRINTOC).

Most recently, Mr. Allum worked at PETROTRIN, initially serving as the Vice President of Refining and Marketing (2008-2009) and, thereafter, as President (2009-2012). As President of Petrotrin, Mr. Allum was responsible for the company’s strategic goals, working with all stakeholders to develop and implement the company’s business objectives to maximize shareholder value. At the helm of the company, he was able to develop a highly motivated, business-oriented and customer-driven organization.

In the course of his service at the respective companies, Mr. Allum has had extensive technical and management training and has attended numerous international meetings and conferences. He was appointed as a Director on the Board of National Energy in September 2015.

Sean Balkissoon

Director

Sean Balkissoon was appointed Director on the National Energy Board on 19 February 2019. Mr. Balkissoon brings considerable experience to the post, having worked for over 25 years, with focus on the downstream methanol and ammonia industry.Mr. Balkissoon holds a BSc. in Chemical Engineering (Hons.) from The University of the West Indies (UWI) St. Augustine, and an Executive MBA (Hons.) from the Arthur Lok Jack Graduate School of Business.

He began his career as a Process Engineer at Trinidad Cement Limited, then progressed through several senior positions at Hydro Agri Trinidad (now Yara), Industrial Plant Services Limited and British Gas Trinidad and Tobago.In the latter part of his career, Mr. Balkissoon held the role of Regional Manager for Johnson Matthey, a catalyst and technology supplier to the industry. His portfolio included the methanol and ammonia industry sector for the South America region, which has gained him extensive learnings of the regional industry and market opportunities, as well as relationships with key players at major and minor producing companies.

Mr. Balkissoon is a member of the Energy Chamber of Trinidad and Tobago and the American Institute of Chemical Engineers..

Arnold De Four

Director

Mr. Arnold De Four retired from The National Gas Company of Trinidad &Tobago Ltd (NGC) as Vice President, Commercial in 2012. During his more than thirty (30) years of experience at NGC and its affiliated companies, he has held several positions of ever increasing responsibility in the domestic energy sector, bringing to the post of Vice President considerable experience in the areas of accounting and financial management, business development, contract negotiation and project management.

In addition, he has served on the Board of Directors of Atlantic LNG Company of Trinidad and Tobago (Atlantic), Phoenix Park Gas Processors Ltd. (PPGPL), The Eastern Caribbean Gas Pipeline Company Limited (ECGPC), The Energy Chamber and the American Chamber of Commerce of Trinidad and Tobago (AMCHAM). He was also a frequent presenter at local and international seminars and forums on energy matters and the global gas industry.

Mr. De Four holds a B.Sc., Accounting from the University of the West Indies and an MBA from the University of Toronto, Canada. He has also received advanced executive training from Kellogg School of Management (Northwestern University) and Tuck School of Business (Dartmouth College) amongst others.

Currently, Mr. De Four is Managing Director and Principal Consultant at MSD Associates Ltd., a private consultancy established to initiate and develop natural gas-based energy projects in new and emerging markets.

Howard Dottin

Director

Howard A.W. Dottin was appointed Director on the Board of National Energy in April 2020. Mr. Dottin holds an Executive MBA from The University of the West Indies and is a Fellow Chartered Certified Accountant. He worked as an Auditor at Ernst and Young in his early career, before taking up the post of Field Auditor III at the Ministry of Finance. From there, he moved to Scotiabank Trinidad and Tobago Limited, where he progressed through several Account Management positions to eventually assume the role of Chief Financial Officer in 1997.

In 2000, Mr. Dottin took over as Group Chief Financial Officer at Guardian Holdings Limited. He also started to lecture in Corporate Finance, Management Accounting and Financial Accounting on the Masters programmes at the Arthur Lok Jack Graduate School of Business. He was later appointed Programme Director for the MSc in International Finance, and still serves at the institution.

In addition to his career portfolios, Mr. Dottin has served on different Boards, as Chairman at ASPIRE FUND Management Company Limited, and Director/Chairman of the Audit Committee at TRINRE Insurance Company Limited.

Sandra Fraser

Director

Sandra Fraser was appointed to the Board of National Energy in August 2019, bringing considerable public sector experience to her appointment. She began working in the Judiciary Magistracy before taking up a role as an Economist at the Ministry of Works and Transport. Thereafter, she progressed her career at the Ministry of Finance through various positions and was promoted to Assistant Director (Ag.) of the Economic Management Division.

In 2016, Ms. Fraser was appointed Senior Advisor for Trinidad and Tobago at the Board of Executive Directors of the World Bank Group in Washington for a period of two years. Upon her return, she was called to serve as Deputy Permanent Secretary at the Ministry of Energy and Energy Industries with responsibilities in the areas of energy research, renewable energy, commercial evaluation, procurement, health and safety and local content.

Ms. Fraser holds a BSc in Economics from The University of the West Indies (UWI) and has trained extensively in the Caribbean, South America, the USA and Europe.

Wade A. Hamilton

Director

Wade Anthony Hamilton has over 32 years’ experience in the local energy sector in the management and development of major capital infrastructure projects both onshore and offshore. He is now a consultant in private practice after retiring as Vice President, Technical Services at The National Gas Company (NGC) in October 2014.

He joined National Energy in 1983 as a process engineer for the start-up, commissioning and operations of the country’s first locally owned methanol and urea plants. He joined NGC in 1990 as Engineer in the Engineering Services Division, moving up through various positions in the organisation.

At NGC, Mr. Hamilton was actively involved in the development of the country’s first LNG plant at Point Fortin. He has worked on many technical studies such as the initiative for the development of an Ethylene and Gas-to-Liquids Complex, LNG and CNG for the Caribbean, as well as the expansion of the PPGPL NGL processing facility in Trinidad.

Mr. Hamilton had several articles published and has presented a number of papers locally and internationally. He has served on the Board of American Chamber of Commerce Trinidad & Tobago and several local committees for the development of the energy sector of Trinidad and Tobago.

Mr. Hamilton holds an Executive Masters of Business Administration from The University of the West Indies Institute of Business, Trinidad; a Bachelor of Engineering in Chemical Engineering from the Technical University, Nova Scotia, Canada as well as a Diploma in Engineering from St Mary’s University, Halifax.

Dan Martineau

Director

Dan Martineau was appointed to the Board of National Energy in August 2019.

Mr. Martineau’s career began in the USA, where he worked for different Trading Groups as a Commodity Trading Assistant and Equity Day Trader. In Trinidad and Tobago, through various portfolios held at BWIA, RBTT, Caribbean Money Market Brokers, ANSA Merchant Bank and the Unit Trust Corporation, he developed core competencies in financial management. These included Securities, Market and Financial Analysis; Financial Operations; Securities Trading; Risk Management and Distressed Asset Analysis.

After managing a private business for three years, Mr. Martineau last joined NCB Global Finance Limited in 2018 as a Portfolio Manager.

He holds a BSc. in Electrical Engineering from the University of Pennsylvania and an MBA in International Finance from The University of the West Indies.

Curtis Mohammed

Director

Curtis Mohammed is the President of the NGC CNG Company Limited. Previously, he worked as Vice President, Gas Transmission and Distribution at the National Gas Company (NGC) and was subsequently requested by the NGC to head and execute the national CNG initiative.

Mr Mohammed gained his B. Sc. Degree in Chemical Engineering at UWI in 1988 and his M. Sc. in Engineering Management in 1999.

Mr Mohammed’s broad range of professional experience in the Oil, Gas and Manufacturing Sectors and skills include process and project engineering, the setting up of manufacturing entities in the Spirits and Renewable Industries, rolling out complete operations including management of all phases of major capital projects. He has previously worked at PETROTRIN and the Angostura Group.

Mr Mohammed is a member of the Association of Professional Engineers of Trinidad & Tobago.
